Proposal for General Motors Site
The following is an excerpt from Scenic Hudson's "Conservation and Community Based Development of the General Motors Site" brochure.

Introduction
Scenic Hudson in conjunction with Historic Hudson Valley and the Village of Sleepy Hollow developed a set of shared goals that are illustrated in a concept plan. This proposal would enhance the area's open space network while providing development consistent with the character and scale of the existing village. Providing needed economic revitalization to the Sleepy Hollow waterfront, it also would restore the community's historic connection with the Hudson River.

The Conservation and Community-based Concept Plan proposed for the GM site by Scenic Hudson and Historic Hudson Valley combines three principal site development components that together embody the shared goals mentioned above. These components - the green crescent, commercial corridor and village network - enhance linkages between existing amenities, neighborhoods and the waterfront.

The Green Crescent
This component incorporates and links existing parks, historic sites and new open spaces with continuous pedestrian access and Hudson Valley Greenway trail.

Reconnecting people to the river: Proposed open spaces would create public access from Kingsland Point Park all the way to Beekman Avenue.

Open Space/Public Space: The green crescent provides open space, recreation and environmental preservation opportunities that would enhance the GM site, the village and the entire region.

Rerouting the Pocantico River: Restoring the river's historic route would reduce flooding in the village and enhance safety, views, fisheries and ecology. It also would create additional waterfront property for development.

The Commercial Corridor
The concept plan recommends that commercial development on the GM site occur as an extension of the Beekman Avenue corridor, the village's local shopping street.

Helping Businesses: The objective is to ensure that new commercial uses complement and enhance rather than detract from existing ones. Additional businesses that add to the mix of commercial uses will help all business owners.

Increasing employment opportunities: With additional businesses, office space and commercial activity on Beekman Avenue, more employment opportunities will be available for the people of Sleepy Hollow.

The Village Network
The concept plan recommends that both the layout and buildings be consistent with the existing village's character.

Create a Seamless Village: Create a Seamless Village: Extending the current local network of streets onto the site will ensure that buildings will be similar in scale and architectural character. This also will promote mixed-use development with residential, recreational and commercial activity, all on the waterfront.

Walkable Streets: This emphasis on walkable streets would help reduce traffic. In addition, other modes of transportation including jitney, ferry service and a new commuter railroad station will be explored.
